making news in america this morning -- boston strong. they are celebrating in beantown following a historic win. >> it hasn't happened at fenway park for 95 years. the red sox are world champions. >> new video of the locker room celebration. the fans partying in the streets. and as the celebration at fenway carried on, fans flocked to the scene where tragedy struck their city. how they paid tribute to the victims of the marathon bombing. breaking news. water rescues and evacuations overnight, as heavy rain forces people to flee to higher ground. new video just in. and wild wreck. a police chase with a car driving the wrong way comes to a dramatic end.

good thursday morning, everyone. and happy halloween. well, it took 95 years. but the boston red sox have won the world series at fenway park. >> yep. the sox battling past the cardinals in game six. celebrating as world champions in front of their home crowd. here's the winning team in the locker room. much-needed lift for that city that dealt with tragedy in the marathon bombings. abc's rob nelson is in boston. good morning, rob. >> reporter: well, good morning to you, diana and john. this may be the happiest halloween that boston has seen in a very long time. they last won the title back in 2007. but this is the first time they've won it here at home at fenway since 1918. >> let's go, red sox. >> reporter: this has been such a close series. nothing short of a rout. much to the delight of a jam-packed fenway. treated to a night of sports history nearly a century in the

making. the sox dominated all night long. but the biggest moment in the game coming in the third inning when shane victorino hit a double that brought in three runs. boston never looked back after that. cruising to a 6-1 victory that has electrified this city, that has shown again and again how much it loves its sports team. the huge celebration, coming six months after the horrific bombing at the marathon. the healing in boston is far from over. but as we've seen so many times since april, boston strong is very, very real. >> yeah, red sox. >> yay, red sox. >> reporter: within minutes of the game being over, it did not take long for the streets of boston to turn into a big party. but despite a few minor incidents, police kept the situation largely under control. rob nelson, abc news, boston. >> all right, rob, thanks. unfortunately, the postvictory celebration wasn't entirely good-natured. >> at least one car was flipped over by unruly fans. several others had windows broken. boston police say there were at least nine people arrested after the game.

but there's also this image of the celebration. >> yeah. hundreds of fans gathering at the boston marathon finish line. some even posing for the pictures on that line, so near the site of the bombings that killed three people and injured dozens back in april. a special scene, no doubt. the mayor will announce details for the city's victory parade and celebration. that will be later today. now, to new developments in the controversy over obama care's rollout. the president and his point person are insisting that problems with the website will be fixed. >> president obama spoke in boston while kathleen sebelius was under intense questioning on capitol hill. here's abc's tahman bradley. >> reporter: this morning, new promises from the obama administration, which is hard at work trying to fix that frustrating health care website. the president speaking in massachusetts, defended the affordable care act. >> i take full responsibility for making sure it gets fixed asap. and we are going to see it through. >> reporter: holly ferris is one of the millions of americans to

visit healthcare.gov since its october 1st launch. after waiting 4 1/2 hours, she successfully enrolled. >> it can be done, yes. >> you're here to prove it. >> i'm living proof. but i'm a sort of stubborn person. >> reporter: but holly's experience is not the norm. many who logon are greeted with error messages and delays. on capitol hill, the woman who manages obama care, health and human services secretary kathleen sebelius, got grilled. >> sadly, here we are, now, five weeks into enrollment. and the news seems to get worse every day. >> we're working day and night and will continue until it's fixed. >> reporter: sebelius promises that the health care marketplace will be fully functional by the end of november. in the meantime, 15 million americans may lose the cheap policies they currently have because under the affordable care act, companies are required to provide more basic insurance options. these americans will have to buy a new plan. >> just shop around in the new marketplace. you're going to get a better deal. >> reporter: and, john and diana, that's a change from when

president obama promised, if you like your insurance you can keep it. he now says the vast majority of americans can keep their insurance, if it works. diana and john? >> abc's tahman bradley, live for us in washington this morning. thank you. new developments in the other controversy hitting the white house, the nsa spy scandal. the nsa is denying an italian news agency reporting that it spied on cardinals at the vatican as they gathered to select the pope. earlier, catholic leaders had said they were not worried about the news reports. and the head of the agency says it's not true that the nsa tapped into the data centers of google and yahoo! general keith alexander said the nsa does not have access to google or yahoo! servers. we're following breaking news from austin, texas, where it's been a dark and dangerous night. >> heavy rains triggering power outages, road closures and at least 11 emergency water rescues. crews struggled to reach one woman who had gone into labor. at least six inches of rain has fallen overnight in some areas. today, that fierce storm front is now on the move. accuweather meteorologist jim

dickey with the forecast. >> good morning, john and diana. happy halloween. unfortunately, a rain-filled halloween on tap for many of us. from chicago eastward through detroit, into pittsburgh area. and there, you have low pressures bringing some gusty winds and some soaking rain. watch out for flooding in many locations. that rain will come down heavily at times. and again, some strong, gusty winds as the low is strengthening rapidly. some spots around the great lakes, looking for gusts up to 60 miles per hour here in the overnight hours. that's what everyone is concerned with. trick or treating weather not going to be ideal, for portions of the northeast, boston area and back through pittsburgh, into chicago, with that heavy rain. also looking strong to severe thunderstorms from cincinnati south into memphis, all the way south into houston. but nice for trick or treating in the southeast and the southwest. john and diana, back to you. >> all right, jim. we're tracking another story developing overnight on the u.s./mexico border. investigators have found a sophisticated drug tunnel that connects san diego with tijuana. a distance of about 23 miles. immigration and customs officials say the tunnel was

recently completed. they are releasing more information later today. all 16 democratic women senators have already decided who they want for president in 2016. earlier this year, they all signed a letter to hillary clinton urging her to run. clinton is a former senator herself. california senator barbara boxer organized the move which was secret until monday, when one of the women let the word out. president obama sitting down today with the nation's newest senator. former newark mayor cory booker will be sworn in on capitol hill this afternoon, after winning a special election to replace the late frank lautenberg of new jersey. now, booker will then head to the white house to have a private meeting with the president. and if he gets there after dark, take a look at what he's going to see. the white house is orange for halloween. and it's decorated with spider webs and pumpkins. the president and first lady welcome trick-or-treaters there tonight. >> that looks really great. yesterday, "sesame street's" elmo and rosita paid a visit.

they helped the first lady and some schoolchildren harvest vegetables from her garden. >> very nice. local kids and kids of military families will be welcomed by the white house. very exciting for them. happy halloween. >> happy halloween. sounding the alarm. an eye-opening report is once again bringing attention to concussion risks for young athletes. plus, a sexting scandal unfolding this morning. the number of schools and students involved is causing concern. and caught on camera, a wrong-way driver slams into cars and a whole lot more.

[laughing] [message beep] [tires screeching] welcome back. could be a rough opening this morning on wall street. stock futures indicating some weakness. all three major averages dropped about 0.5% yesterday after the fed announced no change to its

economic stimulus program. that announcement was widely expected. for the first time in five years, the government has run a budget deficit under $1 trillion. the treasury says the 2013 deficit is $680 billion. that is 51% less than the record $1.4 trillion deficit of 2009. still, this year's is the fifth-largest deficit ever. and on this halloween morning, some good news for those who still might need a little bit of time to buy some candy for all of those trick-or-treaters coming to your door. the government says candy and chewing gum prices are nearly 2.5% lower this year compared to a year ago. so, no excuse not to have some goodies now. a facebook executive is admitting the social network is seeing a popularity drop among a key demographic. the admission yesterday after the company reported strong earnings. the executive said facebook's daily use among young teenagers is down. that sent its shares into a tailspin in after-hours trading. mcdonald's teaming up with

kraft foods. they're joining forces to test mccafe coffees in the grocery stores and other retail locations in several cities next year. whole bean and ground coffee as well as single-cup options will be offered. all right. when we come back, above and beyond the call of duty. a school bus driver being hailed a hero. what he did to save a woman's life. forget texting while driving. there's something else not to do now. a tech-savvy woman has a run-in with the law for driving while wearing something very new. .

cascades and along the idaho/montana border. >> if you're flying, thunderstorms and lightning could cause airport delays in houston, memphis, chicago and detroit. now, to the sexting scandal that's rocked a san diego school district. >> police plan to file criminal charges against dozens of students in several high schools. one a middle schooler, after female students sent nude pictures of themselves. police say possessing and distributing these types of images is considered child porn. >> i think i need to sit down and talk to my kids. and make sure they understand what's going on. it's pretty serious stuff. and it really could wreak havoc on their lives. >> some of the girls were as young as 13. many of them don't even know that the photos they took have made the rounds. major announcement expected today in the case of that georgia teenager found dead inside a rolled-up gym mat. this is the surveillance video from the gym. it shows the moments before

georgia investigators believe that 17-year-old kendrick johnson died. his death has been ruled a freak accident. but his family believes someone killed him. well, in buffalo, now. buffalo, new york, a bus driver made an unscheduled stop that saved a woman's life. darnell barton pulled over when he saw a woman on the wrong side of a guardrail. she was considering a jump on to the expressway below. everyone else seemed to ignore the woman. but barton got out of his bus. talked to her on the ledge. and stayed with her until police arrived. >> i gave her encouraging words. i grew up in a church. in the background, i heard my mom's voice. >> when the hero driver got back on his bus, his student passengers gave him a round of applause. now, to a dramatic high-speed chase in milwaukee, all captured on dash cam video. there it is. police were pursuing a suspect when he lost control of the car. the car goes airborne and slams

into the windshield. police say that suspect was driving drunk, going more than 100 miles per hour. there you see him. >> wow. all right. it was bound to happen. now, it has. a california woman given a ticket while wearing google glasses. those are the wearable computer that looks like glasses. the driver was pulled over for speeding. and once the officer saw the device was on her head, he issued a ticket for that. cecilia abadie couldn't believe it. >> this isn't illegal. he said, it is illegal. i was very shocked. i never heard it was illegal in california before. >> it is against california law to drive with a tv screen or video monitor in the driver's line of sight. abadie says she plans to fight the ticket. a major crackdown on smoking here in new york city. a new law will raise the minimum age to buy cigarettes from 18 to 21 years old. it will make new york the largest city to crack down on

sales to 19-year-olds and 20-year-olds. it was a personal victory for the city council member who sponsored this bill. his mother and father died of tobacco-related illnesses. we're not doing enough to protect teenage athletes from concussions. many of the head injuries are going unreported. it claims parents, coaches and teens themselves for ignoring warning signs. the institute is calling for a national system to track sports-related concussions. and an indian tribe is demanding that the nfl force the washington redskins to change names. the od neida wants the nfl to force the change. snyder said that he will never change his team's name. the rest of sports. and the red sox big series win. >> oh, yeah. here's neil and stan with the highlights you have not seen yet. >> good morning, america. welcome to our "sportscenter" studios here in los angeles.

people. abc7 news reporter, amy hollyfield, is in antioch. amy? >> what is scary is the dogs came out of nowhere from the open area in this quiet street in antioch. they did not have collars. they did not have owners. the two dogs charged and attacked a man walking his two dogs. neighbors heard the screams they came out to help and were attacked. three neighbors were bitten. witnesses say it was scary. >> i saw cars i sass honking and screaming and a bunch of cop cars. i was heard and i heard gunshots and ran inside and was scareed. >> officers shot and killed one of the dogs but the other ran away. they
